ATASCADERO — After Tom O’Malley was sworn in as mayor, he left a vacant council seat. That seat was filled by former planning commissioner Heather Moreno. The first order of business for the new council that if was short one council member — Jerry Clay. It was decided how to fill that seat. The council had three choices: to appoint from nominations; call for applications and make an appointment from that pool of people or call for a special election.
