ATASCADERO — Aggressive panhandling has become a problem in Atascadero, Atascadero Police Chief Jerel Haley said. He said that aggressive panhandling refers to when two or more people approach others in a manner that seems threatening or causes them to fear for their safety. He said there have been reports of people approaching both sides of the car to ask for money.
