PASADENA — The United States Court of Appeals for the Ninth Circuit has ruled that phone books are protected under the First Amendment, and thus a city ordinance requiring a license be acquired and fees be paid is unconstitutional.
The city of Seattle enacted an ordinance in 2010 to require publishers of yellow pages directories to obtain permits and pay a fee for each directory distributed in the city.
